DMW Recalls Bahrain Staffer After Rude Treatment of OFWs Seeking Aid

The Philippine Department of Migrant Workers has recalled a staff member from its office in Bahrain after a viral video showed the employee behaving rudely toward overseas Filipino workers seeking cash assistance amid escalating tensions in the Middle East.

Secretary Hans Leo Cacdac announced the recall, describing the incident as “sad and unjustifiable” and declaring the staff member unfit to continue serving in the post. The employee, who has been ordered back to the Philippines, will face a full investigation and likely administrative sanctions upon arrival.

In a radio interview Thursday, Cacdac said the video evidence alone was sufficient to act. “The video speaks for itself,” he stated, noting that no formal explanation from the employee was necessary given the clear disrespect displayed.

The footage, which spread rapidly online, captured the Migrant Workers Office (MWO) staff member in Bahrain telling overseas Filipino workers (OFWs) there were no funds available for aid, dismissing their requests, and challenging them to file complaints with anyone they chose. The workers had approached the office for emergency cash support during the ongoing regional conflict.

Cacdac emphasized that such conduct is unacceptable, particularly at a time when Filipino migrant workers abroad face heightened risks and need reliable government support. “In this kind of situation, that is not the proper behavior of a government employee,” he said. “We should be the source of sobriety and hard work and humility and service.”

Following the incident, Cacdac convened labor attachés and other overseas personnel to reinforce their duty. He reminded them to uphold dedication and service to OFWs, especially during crises. “Maintain your sense of service and dedication to the OFWs,” he urged. “Let’s continue to serve, stay focused on our work and serve in these trying times and amid these trying moments for our OFWs.”

The department has assured affected workers that assistance funds remain available and that it remains committed to assisting Filipinos abroad with professionalism and respect.

The recall comes as the Philippine government continues efforts to support its large migrant workforce in the Middle East, where many OFWs are employed and vulnerable to regional instability.
