DMW to fast-track OFW services with digital reforms, regional overhaul

DMW rolls out digital reforms to ease OFW processes

The Department of Migrant Workers said it is moving to speed up and standardize services for overseas Filipino workers through a package of digital upgrades and reforms that aim to reduce long queues, expand regional operations and tighten enforcement against illegal recruitment.

Department Secretary Hans Cacdac laid out the plans during the agency’s Central Office–Regional Office Consultation 2026 in Quezon City, according to a department statement released Tuesday.

Cacdac said the department is drafting a Regional Operations Manual intended to align the work of regional offices with systems already in place at Migrant Workers Offices overseas. The department said he also pushed for the adoption of a Quality Management System, upgrades to office facilities “to meet global standards,” and faster rollouts of digital initiatives, including the OFW Pass.

The reforms are also designed to reduce in-person transactions for routine documentation. The department said it aims to decrease foot traffic tied to issuing the OFW Information Sheet.

Beyond changes to front-line services, the department said it will devolve more key functions to regional offices as it steps up efforts against illegal recruitment. Those functions include case adjudication, inspections and coordinated enforcement operations with the Philippine National Police, local government units and barangays, or village-level administrations.

Undersecretary Bernard Olalia said the central office will continue to provide technical support and capacity-building to help ensure consistent implementation across regions, according to the statement.

The consultation also covered project management practices, budget proposals for 2026, procurement policies and updates on the department’s digital systems, the statement said.

The department linked the reforms to President Ferdinand Marcos Jr.’s directive to provide “efficient, responsive, and standardized services for OFWs and their families.”

The Department of Migrant Workers was created to consolidate government efforts to protect the rights and welfare of Filipinos working abroad, whose remittances remain a significant contributor to the Philippine economy.
