MANILA, Philippines — The state-run Philippine Health Insurance Corp. announced Tuesday that it will begin accepting electronic civil registry certificates issued by the Philippine Statistics Authority, advancing a nationwide push to digitize government transactions.
Under Advisory No. 2026-0051, published on the agency’s official Facebook page, the electronic credentials will be recognized in proceedings involving beneficiaries of the National Health Insurance Program, accredited health care providers, and partner institutions.
The PSA e-certificates serve as legally binding, verifiable digital counterparts to conventional paper records. The approved documents include certificates of live birth, marriage, and death, as well as certificates confirming the absence of marriage (CENOMAR) or death records (CENODEATH).
PhilHealth said members conducting business in person must submit clear, readable printed versions of the digital certificates. Those transacting remotely via the PhilHealth Member Portal are required to upload legible digital files.
The agency instructed all branch offices, medical facilities, and administrative partners to immediately implement the directive for both in-person and digital services. Members and claimants may use the digital certificates for new registrations, profile updates, benefit claims, and routine claims processing.
Officials said the measure complies with Republic Act No. 11032, known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, while aligning with directives from President Ferdinand Marcos Jr. promoting the adoption of digital records across state agencies.
