Hong Kong Unveils Ambitious Tourism Roadmap to Reinvent Visitor Experience

In a bid to revitalize its tourism industry, the Hong Kong government has unveiled a comprehensive development blueprint, dubbed Tourism Industry 2.0, which outlines four key positions, four development strategies, and 133 measures to propel the sector forward.

Secretary for Culture, Sports & Tourism Rosanna Law announced the blueprint on Wednesday, emphasizing the need to reinforce Hong Kong’s status as an international tourism hub, showcase its unique cultural characteristics, and prioritize quality over quantity in building a sustainable tourism model.

The first development strategy focuses on nurturing tourism products and initiatives that blend local and international flavors, with 46 measures aimed at integrating tourism with culture, sports, ecology, and mega events. The government believes these areas, where Hong Kong boasts world-class resources, have yet to be fully showcased to global visitors.

The second strategy targets diversifying visitor source markets, with 37 measures designed to attract high-value overnight visitors, consolidate existing core markets, and tap into emerging segments such as the “silver-haired,” family, study tour, and youth markets.

To promote smart tourism, the government has outlined 19 measures to enhance visitors’ experiences and improve industry competitiveness through the use of information technology, including electronic platforms, big data, and artificial intelligence. This will enable visitors to enjoy more convenient, efficient, and user-friendly travel experiences.

The final strategy focuses on enhancing service quality and support, with 31 measures aimed at attracting talent, nurturing professionals, and improving hardware support. The government hopes to create a harmonious, cohesive, and vibrant tourism atmosphere, with every resident playing the role of a tourism ambassador.

“Everyone is a tourism ambassador who will be able to receive visitors with enthusiasm and friendliness and spread the energy and image of Hong Kong,” Law said. “The Culture, Sports & Tourism Bureau will continue to lead the travel trade in enhancing Hong Kong’s tourism competitiveness in all aspects, reinvigorate Hong Kong’s tourism industry, and jointly contribute to the healthy and prosperous development of the tourism industry.”

The Tourism Industry 2.0 blueprint marks a significant step forward in the government’s efforts to revitalize Hong Kong’s tourism sector, which has faced intense competition from neighboring destinations in recent years. By focusing on quality, diversity, and innovation, the government aims to reposition Hong Kong as a premier tourist destination in the region.
