MANILA — Patricia Yvonne Caunan, recently installed as administrator of the Overseas Workers Welfare Administration (OWWA), announced Saturday a comprehensive plan to prioritize the health and educational support for overseas Filipino workers (OFWs).
In her first public address since assuming office, Caunan committed to expanding scholarship opportunities not just for OFW children, but for the workers themselves. “Education and health are our primary focus,” Caunan stated during a weekly forum in Quezon City.
The new administrator highlighted the challenges faced by OFWs, including multiple job burdens and vulnerability to illegal recruitment practices. She pledged to enhance digital services to streamline access to agency programs and support mechanisms.
Caunan also addressed an ongoing investigation into a controversial PHP1.4-billion land acquisition deal initiated under her predecessor, Arnell Ignacio. The proposed land purchase, allegedly intended for OFW accommodation, is currently under review by the Department of Migrant Workers.
“We will perform the necessary audit and seek a legal opinion from the Department of Justice,” Caunan said, emphasizing her commitment to transparency and due process.
The appointment comes at a critical time for Filipino migrant workers, who represent a significant economic force, sending billions in remittances home annually and working in diverse sectors globally.
Caunan’s initial remarks signal a worker-centric approach, promising to address critical support systems for one of the Philippines’ most vital economic contributors.
