The Philippines’ Department of Migrant Workers (DMW) marked a pivotal milestone Monday, commemorating three decades of landmark legislation designed to protect millions of Filipino workers abroad, while simultaneously addressing ongoing challenges within its support infrastructure.
On the 30th anniversary of Republic Act 8042, known as the Migrant Workers and Overseas Filipinos Act, DMW Undersecretary Bernard Olalia emphasized the law’s transformative impact on safeguarding overseas Filipino workers’ (OFWs) rights and welfare.
“This legislation represents our fundamental framework for protecting our workers,” Olalia stated during a commemoration ceremony in Mandaluyong City. “We recognize every life, every sacrifice made by our overseas workers.”
Prior to the 1995 law, the Philippine government lacked a cohesive strategy for addressing overseas workers’ challenges. The legislation established a comprehensive “one-country team” approach, enabling swift rescue, repatriation, and reintegration of workers facing difficulties abroad.
The anniversary celebration comes amid internal scrutiny of the Overseas Workers Welfare Administration (OWWA). Olalia confirmed an ongoing internal investigation to determine accountability for recent controversies, emphasizing the agency’s commitment to maintaining institutional integrity.
President Ferdinand Marcos Jr. has reportedly directed new OWWA leadership to uphold transparency while ensuring continuous service to overseas workers.
With approximately 1.96 million Filipinos working internationally, the commemorative event underscores the critical role migrant workers play in the nation’s economy and global workforce.
