Consular Support for Former President Duterte During ICC Custody Transition

The Embassy of the Philippines in The Hague has stepped in to provide crucial consular assistance to former President Rodrigo Roa Duterte following his arrival at Rotterdam Airport on a chartered flight. This event marks a significant moment as Duterte transitions into the custody of the International Criminal Court (ICC), following instructions from the Department of Foreign Affairs in the Philippines.

Duterte’s flight, designated RP-C5219, landed at precisely 4:56 p.m. CET (11:56 p.m. Philippine Time). Upon arrival, Philippine law enforcement authorities transferred custody of the former president to officials from the ICC’s Judicial Cooperation Unit at the airport.

Winter Preparations and Care Packages

Given the winter season in Europe, the Philippine Embassy took proactive measures to ensure Duterte’s comfort. They prepared and delivered essential winter clothing, a change of attire, and care packages tailored to his needs. In addition, these provisions were extended to the delegation accompanying Duterte, as well as the crew members of the chartered flight.

Visa Arrangements for Accompanying Delegates

The Embassy’s efforts did not stop at providing clothing. They successfully advocated for temporary visas for those who escorted the former president, including his nurse and aide. The Netherlands’ Immigration Authorities granted these individuals two-day visas, allowing them to rest before returning to the Philippines. Former Executive Secretary Salvador Medialdea received a 15-day visa as Duterte’s counsel, enabling him to offer legal support during this critical period.

Medical Monitoring and Support

In a responsible move, Embassy officials alerted ICC and Netherlands Ministry of Foreign Affairs representatives about the importance of monitoring Duterte’s medical and physical condition. Upon his arrival, an ICC nurse, part of the welcoming team, collaborated with Duterte’s personal nurse to assess his health status. The information gathered was swiftly communicated to the ICC Medical Doctor, ensuring that a medical check-up would be conducted at the ICC Detention Center in Scheveningen.

Consular Contact and Support

To facilitate ongoing communication, the Embassy arranged for ICC officials to provide Duterte with the contact details of embassy staff, ensuring that he has access to consular assistance as needed. This initiative underscores the Embassy’s commitment to supporting the former president during this challenging phase.
